Wanda Ruffin Triggs, MPA, MLS, CFSP is the founder of The Fair Practice Collective of Louisiana, LLC, a consulting and advocacy agency committed to protecting student rights, strengthening educational systems, and promoting ethical, equitable practices statewide. She brings a rare combination of lived experience, advanced legal training, and multidisciplinary professional expertise to her work.

Wanda earned a Master of Public Administration at Louisiana State University and a Master of Legal Studies in Education Law & Policy at Texas A&M University, where she has distinguished herself through advanced study in statutory interpretation, compliance, and rights‑based educational frameworks. Her academic journey also includes honor‑level completion of a mortuary science program, valedictorian recognition in nursing, and strong undergraduate performance at Nicholls State University.

Wanda brings both technical precision and deep compassion to her work. Her journey began as a mother navigating the complexities of special education for her own child, an experience that transformed into a lifelong commitment to ensuring families never face those challenges alone. Today, she leverages her legal‑informed expertise, data‑driven analysis, and deep understanding of IDEA, Section 504, ADA, Louisiana education policy, and strong ethical framework to guide families, districts, and community partners toward solutions that uphold compliance and honor every student’s dignity—especially those with disabilities.

Grounded in fairness, transparency, and a belief that advocacy is both a service and a responsibility, Wanda leads The Fair Practice Collective with a clear purpose: to empower families, strengthen systems, and champion the rights of every learner.

Through The Fair Practice Collective, she continues to champion equitable access, informed decision‑making, and meaningful outcomes for students and the communities that support them.
